any help would be much appreciated

a) Neopentyl chloride does not react with sodium iodide in refluxing acetone ( Eq 1). Chloromethyltrimethylsilane, however, undergoes the Finkelstein reaction with great facility (Eq 2). Please explain the failure of primary neopentyl chloride to undergo the Finkelstein reaction. There may be as many as three possible factors that account for the success of eq 2. Provide two of these factors.
