What is the average rate of change in the concentration of ammonia?

I'm not sure , but,
4NH3 + 5O2 ---------> 4NO + 6H20
assuming this is the rate determining step,
you must consider the stoic. mole ratios here.According to the ratio,
For 1 molecule of NO to be formed,1 molecule of NH3 has to be used up,
therefore the rate of formation of NO = rate of reaction of NH3.
